Representatives from National Cheng Kung University (NCKU), Tainan, National Quemoy University (NQU), Kinmen, Taiwan, and Xiamen University (XMU), Xiamen, Fujian, mainland China, embodying the same Southern Fujian Culture roots, under the arrangements of NCKU Senior Executive Vice-President Da-Hsuan Feng, have engaged in a long conversation over conference call, reaching a consensus on the sharing of educational resources and striving towards academic excellence, thus opening a new direction for the development of cross-strait higher education.

Based on the cooperation foundations of the strategic alliance, National Cheng Kung University will first organize a team of excellent professors to start giving lectures at National Quemoy University starting February, 2011, and in the future start giving lectures at Xiamen University as well.

Similarly, when the time is ripe, Xiamen University will also organize a team of outstanding professors to give lectures at National Quemoy University, and the lectures are open to students from National Cheng Kung University, National Quemoy University and Xiamen University and will allow them to choose credits freely.

The participants of the conference call, which took place at 9am, December 30th, in the offices of each university, include President Chin-Cheng Lee of National Quemoy University, Vice-President Zhang Ying of Xiamen University, Senior Executive Vice-President Da-Hsuan Feng of National Cheng Kung University, Director Jiunn-Der Liao of NCKU Department of Materials Science and Engineering, and other senior heads.

NCKU Senior Executive Vice-President Da-Hsuan Feng expressed, “Xiamen University is one of the top universities in mainland China, and National Cheng Kung University is also one of the top universities in Taiwan. National Quemoy University, because of its unique geographical location, is the best cross-strait exchange platform. Particularly, NCKU is the only university named after Koxinga Cheng-Kung Cheng with historical elements and culture aspects tracing back to Southern Fujian Culture. The cooperation mode of the three universities is the beginning of cross-strait higher education cooperation. In the future, we can expand the level of cooperation and quicken the development of cross-strait higher education for the 21st century to become an era of Asia.”

President Chin-Cheng Lee of National Quemoy University revealed, “The conference call with Xiamen University and National Cheng Kung University is a new undertaking of cross-strait academic exchange. Koxinga Cheng-Kung Cheng landed at Tainan from Kinmen and Xiamen 400 years ago and National Cheng Kung University is the only university named after him. Following the route, we are on our way to success. The strategic alliance formed by NCKU, XMU and NQU already has many cooperation plans. National Quemoy University is extremely honored to be part of something great. Step by step, we will contribute to the road of success and make it worthy of its name.”

NCKU Senior Executive Vice-President Da-Hsuan Feng pointed out, “National Quemoy University plays a significant role in Taiwan Strait. It is an important island in the Xiamen living circle but it is also part of Taiwan and the residence of overseas Chinese people, embodying the unique characteristics of mainland China, Taiwan and Southeast Asia. As I grew up in Singapore, I have a strong feeling toward Xiamen University. I have also attended classes offered by Xiamen University during middle school. It is truly a historical coincidence.”

NCKU Director Jiunn-Der Liao of the Department of Materials Science and Engineering said, “We have visited National Quemoy University and Xiamen University and some of the professors in March, 2010, and reached a consensus on jointly opening programs. NCKU has especially selected 9 renowned professors to participate in the program starting February, 2011, in National Quemoy University.”

The 9 professors, including Director Jiunn-Der Liao of NCKU Department of Materials Science and Engineering, Distinguished Prof. Wen-Ta Tsai of NCKU Department of Materials Science and Engineering, Prof. Lien-Chung Hsu of NCKU Department of Materials Science and Engineering, Prof. Kuan-Zong Fung of NCKU Department of Materials Science and Engineering, Prof. Xiao-Ding Qi of NCKU Department of Materials Science and Engineering, Director Jia-Jin Chen of NCKU institute of Biomedical Engineering, Prof. Shyh-Hau Wang of NCKU Department of Computer Science and Information Engineering, Prof. Hsi-Wen Yang of NUU Department of Materials Science and Engineering, and Prof. Yung-Der Juang of NUTN Department of Materials Science, have been appointed as Adjunct Professors at National Quemoy University.

President Chin-Cheng Lee of National Quemoy University has revealed his sincere gratitude toward Director Jiunn-Der Liao for his efforts in organizing a professional team to come to National Quemoy University, “The professors are not only highly educated, their research achievements are also excellent. In the future, the professors will take turns to give lectures, 6 hours each time, and NQU will arrange a professor to be responsible for the whole course, so students’ learning can be more smooth and complete.”

In addition, in response to XMU Vice-President Zhang Ying’s inquiry about the programs offered at National Quemoy University by the NCKU professional team, Director Jiunn-Der Liao mentioned, “The 9 professors will give lectures twice per week on Thursday afternoon and Friday morning, and they may also give lectures at Xiamen University on Friday afternoon.”

Vice-President Da-Hsuan Feng suggested, “We should create a website for the teams of professors organized by Xiamen University and National Cheng Kung University to show their information and the lecture information in details and produce a space for mutual exchange and discussion. This would be absolutely unprecedented.”

President Chin-Cheng Lee of National Quemoy University also stated, “The academic performance of NCKU Department of Materials Science and Engineering in the world ranking is extremely well, and it is definitely the world’s top team. To become the first in opening cross-strait cooperation programs, NCKU Department of Materials Science and Engineering undeniably has the mind of looking international.”

Vice-President Da-Hsuan Feng pointed out, “In the current cross-strait political atmosphere, it is not convenient for professors or students from mainland China to go to Kinmen. I hope through future academic exchange, cross-strait senior personnel can understand the academic needs and consider loosening restrictions, allowing a more convenient come and go for the professors and students. Even though it is a huge project, I am confident that we will gradually overcome the difficulties in the future.”

Agreeing with Vice-President Feng’s thoughts, Vice-President Zhang Ying said, “We welcome NCKU professional team to come to Xiamen University to give lectures. In the beginning, we can arrange Friday afternoon for the lectures. The lectures are regular courses with credits. I hope NCKU and NQU can pass the proposal to XMU as soon as possible, so we can make early planning.”

President Chin-Cheng Lee also said, “Kinmen is more than 300 km away from NCKU, which is a little bit far. However, the distance between Kinmen and XMU is merely 10 km. Therefore, following the example of National Cheng Kung University, it is possible in the future that Xiamen University may also organize a team of professors to give lectures at National Quemoy University and participate in other academic exchange and cooperation.”

Vice-President Da-Hsuan Feng has praised the macro cooperation under the joint efforts of the three universities to be a significant step for the development of cross-strait higher education.
