NCKU Forms Crucial Links in Tainan and Kaohsiung to Establish New Semiconductor Talent Cultivation Community

National Cheng Kung University joins forces with Tainan City, Kaohsiung City, and its partner schools to set a new milestone in cultivating next generation semiconductor talents for southern Taiwan. Following the establishment of talent cultivation base in Asia New Bay Area, Kaohsiung in December last year, the Academy of Innovative Semiconductor and Sustainable Manufacturing of NCKU and the Southern Taiwan Science Park announced the new establishment of Tainan base of STSP. This new base is expected to be tightly knitted into the most advanced semiconductor community, with planned location for experiment at the Detla Building in STSP. NCKU takes leading steps in realizing multiple bases for advanced interdisciplinary talent cultivation in the semiconductor industry.

On February 15, the NCKU Academy of Innovative Semiconductor and Sustainable Manufacturing held an event focusing on semiconductor talent cultivation from collaborations between NCKU, STSP Tainan base, and Asia New Bay Area, Kaohsiung. NCKU utilized its Hsun-Hui Hall, equipped with state-of-the-art video technology, as the on-site location for the event and connected with the new STSP Tainan base, where the unveiling ceremony and academy introduction were carried out. Wei-Che Huang, Tainan City Mayor, Chi-Mai Chen, Kaohsiung City Mayor, partner schools, and industry representatives participated in the event online.
 
Huey-Jen Jenny Su, President of NCKU, expressed that the university and 10 of its partner schools have identified the needs for technological talents, and stated that the NCKU Academy of Innovative Semiconductor and Sustainable Manufacturing will accelerate establishment of Master’s and PhD Degrees for advanced semiconductor talents. The partner schools would work together in terms of creating credit courses, certificate courses, and industrial courses. Huey-Jen Su stated that, on February 14, the Academy has kicked off its first introductory course on Semiconductor Technology Engineering, which is a full-English course and is taught online. Talents swarm into the university’s Master’s and PhD Degree classes, and the university expects to boost growth of local talents via creating multiple links through communication platforms, and to also prompt international talents to take roots in southern Taiwan.

Wei-Che Huang pointed out that all nations are making vigorous efforts to compete in the semiconductor industry. In 2020, the nation has planned to establish semiconductor colleges in multiple locations, to which NCKU has speedily responded and made rapid development. In the future, the university will receive assistance from Tainan City and collaborate with Kaohsiung city in terms of cultivating semiconductor talents, with the hope to jointly push southern Taiwan forward into becoming the leading region in semiconductor industry.

Chi-Mai Chen expressed that international semiconductor companies of components, materials, equipment, IC design and manufacturing, and packaging have flooded into Kaohsiung and Tainan. The overall layout of Taiwan's global semiconductor industry should not fall behind, requiring land, water, power, and talent cultivation. Chen expressed expectations for NCKU to fill the talent shortage through efficient talent cultivation, forming a golden link between academia, industry, and government to build the most valuable semiconductor community in the world.

The unveiling ceremony was witnessed online in the two venues in NCKU and STSP Tainan base. Jhen-Gang Su, Director of STSP, expressed that Tainan City is a key base in global advanced manufacturing, where the technology is mature for 5nm mass production of, and that of 3nm is underway. “It is a pleasure to see NCKU setting up training bases for semiconductor industry in the STSP, tightly weaving the industry close with academia. I believe that through the efforts from NCKU Academy of Innovative Semiconductor and Sustainable Manufacturing, we will successfully cultivate semiconductor talents for the next decade, making the world see the power southern Taiwan holds.”
 
As the first academy unveiled for innovative semiconductor research in the nation, the NCKU Academy of Innovative Semiconductor and Sustainable Manufacturing aims to build the most advanced platform for semiconductor and sustainable development. The course designs of the academy attracts expectations from all. In the conference, Yu-Lung Lo, Associate Dean of the Academy, introduced the latest course information for the Academy, revealing that it will hold the first symposium in March, inviting CEOs in the semiconductor industry to share their insights. More are to come in the future for the Academy, including degree courses, micro-courses in English, degree classes, certificate classes, and digital learning platform. The university will work with partner schools and collaborating companies to cultivate advanced innovative talents for semiconductor industry, leading the sustainable development of semiconductor industry for the next generation.

Taiwan holds a key position in global semiconductor industry. Yan-Kuin Su, Dean of the Academy of Innovative Semiconductor and Sustainable Manufacturing, expressed that there are five degree programs offered by the Academy, namely the Integrated Circuit Design, Semiconductor Technology, Semiconductor Packaging and Testing, Program on Key Materials, and Smart and Sustainable Manufacturing, which integrates the SDGs listed by the United Nations. “We will have not one sole ‘sacred mountain,’ we will create a whole mountain range with more sacred mountains.”
 
In response to the nation’s programs of academia-industry collaboration and talent cultivation in key areas, the NCKU Academy of Innovative Semiconductor and Sustainable Manufacturing was established on October 22, 2022. On December 8, 2021, NCKU signed MOU with Kaohsiung City, announcing its new talent cultivation base in Asia New Bay Area, which provides professional technological education for advanced talents for its 15 collaborating companies, filling the talent shortage in semiconductor industry and taking on its role as the propeller of developmental progress for key industries for southern Taiwan.

On October 22, 2021, President Tsai Ing-Wen attended the unveiling ceremony of NCKU Academy of Innovative Semiconductor and Sustainable Manufacturing and expressed expectations for NCKU to form links between Science Parks of Shalun, Tainan, and Ciaotou, creating a crucial technological industry corridor for Taiwan, leading the innovative sustainable development of semiconductor industry and southern Taiwan.
