In his speech, the Executive Vice President Woei-Jer Chuang of NCKU remarked that the signing of the Memorandum of Understanding and Student Exchange Agreement between the College of Planning and Design of NCKU and Chiba Institute of Technology in March 2019 laid a solid foundation for academic exchange between the two universities. During Chair Osamu Setokuma's most recent visit in November 2024, the two universities explored new opportunities for cooperation, particularly in the fields of intelligent semiconductors, networked robotics, and space science. He expressed delight that discussions between the two institutions are becoming more concrete, leading to the advancement of the university-level student exchange program. He anticipates that future developments might also involve the exchange of professors, collaboration on startups, and joint research initiatives with industries. He mentioned that NCKU cultivates 10-15 new startups annually and enjoys a close and favorable partnership with the Southern Taiwan Science Park Bureau and industry leaders.

Chair Osamu Setokuma of the Board of Trustees, Chiba Institute of Technology stated that he did not anticipate the two universities to be able to quickly agree on a university-level Memorandum of Understanding and Student Exchange Agreement. However, both institutions acted swiftly, laying the groundwork for a broader partnership through small-scale projects. Chair Osamu Setokuma believes that universities have a vital role in a nation's development, which is why the institution has opted to collaborate with friendly countries and institutions. He looks forward to enhancing cooperation through joint research in different fields and to foster extensive exchanges, aiming to create strong communication channels that will remain stable regardless of personnel changes. He further expressed his delight in sharing that Chiba Institute of Technology ranked first in Japan for the number of university applicants in the most recent year, exceeding 160,000 individuals.
