Prof. Hwung-Hweng Hwung the Next President of NCKU Starting February, 2011

The Presidential Election Committee of National Cheng Kung University (NCKU), Tainan, Taiwan, has announced Prof. Hwung-Hweng Hwung of Department of Hydraulics and Ocean Engineering to be the next President of NCKU, starting February 1st, 2011, this Tuesday night.
Prof. Hwung-Hweng Hwung said, “NCKU is a university which values tradition. The former presidents have contributed greatly to the university, particularly President Michael Ming-Chiao Lai. In his four years of presidency, President Lai has injected vigor into NCKU. He is an excellent role model of a president, working in harmony with the teachers and students and wining the respect of every colleague. In the future, I will inherit the tradition and spirit of NCKU and promote NCKU to be an internatonally top university on the exiting efforts of President Lai.”
Prof. Hwung-Hweng Hwung also mentioned, “National Cheng Kung University is a very practical university. I received my bachelor degree, master degree and doctoral degree at NCKU. I am trained by the NCKU education. By cultivating a president of a top university, it is evident that NCKU has become one of the renowned universities in the world.”
Prof. Hwung-Hweng Hwung said, “To make a breakthrough in research achievements, cross-disciplinary cooperation is the key. Based on the solid foundation of College of Engineering, the cooperation has to expand to each college. In addition to increase faculty exchange, we need to strengthen cross-disciplinary cooperation, embrace diverse integration, and stimulate innovative research achievements. It is also important to establish a high-quality university campus, allowing the administrative staff to work with joy and the teaching faculty to teach with joy, so everyone at NCKU can be part of a big happy family.”
Prof. Hwung-Hweng Hwung believed, “From the 11th century to the 21st century, the management and development of administrative affairs have become complicated, covering a broad area. A university president has to satisfy the expectations of teachers and students for teaching, research, service and counseling, and assist the development of social and economic construction. Because NCKU is a national top university, we have to take on the responsibility to elevate international academic reputation. To make a breakthrough on existing solid grounds, we have to start with eight approaches.”
The first approach raised by Prof. Hwung-Hweng Hwung is to establish a healthy and high-quality campus environment. A high-quality campus environment is the first condition to attract teachers, students and staff to engage in teaching and research, school studies and administrative work. It is also the first condition to draw the attention of international scholars and students. In a convenient, comfortable, safe and healthy environment, teachers, students and staff will naturally work together and the management of school affairs will unsurprisingly run smoothly and become efficient.
The second approach is the advancement of teaching, the planning of curricula, and integration of cross-disciplinary fields and the reform of general education. In nearly five years, the Ministry of Education, Taiwan, has been promoting Aim for the Top-Tier University and Elite Research Center Development Plan, often valuing research as the first priority and neglecting the importance of teaching. In fact, teaching is the most important task of a university. Only top education can cultivate top talents and further derive outstanding research achievements. NCKU should engage in curriculum integration within departments and institutes, thus providing high-quality education for students, lowering the pressure of teaching hours for the teachers, and elevate the overall quality of teaching materials.
The third approach is sound development of student personality and caring for the disadvantaged students. University education not only cultivates students’ professional knowledge, it should also value the sound development of student personality and nurture them into elites who have broad outlook on life and the heart of social caring. Students should participate in activities of social service and social caring to learn interpersonal skills and further shape their personality. Students should also offer assistance to disadvantaged students, so they can complete their studies under zero pressure.
The fourth approach is to elevate research quality and create academic excellence. During the first phase of Aim for the Top-Tier University and Elite Research Center Development Plan, NCKU has actively promoted research, including large-scale and interdisciplinary projects. The amount of papers has increased from 1,800 in 2005 to 2,800 in 2009. Despite the growth in the number of papers, the academic achievements of a top university should also include groundbreaking and innovative theories. Thus, NCKU should promote its research characteristics, such as disaster prevention and sustainable development, energy technology, medical equipments, infectious diseases, optical technology and space research.
The fifth approach is to promote industry-academia relations and strive for resources. NCKU is currently the university with the best performance in industry-academia cooperation. NCKU is the only university exceeding NT$100,000,000 in technology transfer fund signed last year, recruiting professional manager to promote and distribute the patents and technologies of professors to the industry. The outstanding performance of industry-academic cooperation contributes to a greater opportunity for school fund, which can be used to recruit more outstanding research talents to expand the teaching and increase the production of research, thus creating a win-win situation of both teaching and research.
The sixth approach is to recruit outstanding international students and promote international academic exchange. According to statistics, NCKU is ranked first place in the growth rate of international students in Taiwan. Each college will organize groups to go to top universities in different countries, including India, Indonesia, Malaysia and Thailand, to recruit outstanding students and arrange volunteers and home stay families to host the international students. NCKU will also establish specific units to organize international conferences to elevate the international status of the university and encourage transnational cooperation projects.
The seventh approach is the adjustment and strengthening of administrative system. Administrative efficiency involves the effectiveness of university management. To make administrative system more flexible and efficient, the related administrative organization and personnel distribution have to be adjusted and strengthened according to the functions and attributes of each position. The simplification of administrative procedures and the establishment of e-Platform are the top priorities of reform.
The eighth approach is sustainable development of school affairs. The reduction of school fund is the reorientation of government in the future. Thus, the governance and autonomy of the school fund management are an urgent issue that national universities should deal with as soon as possible. The future development direction is to employ the strong industry-academia cooperation to seek external resources to support teaching and research within the university. In addition, the establishment of the Office of Finance and its stable investment operation are important strategies of sustainable management. I hope under the permission of the law, NCKU can engage in a more flexible management of the school fund. The management and development of school affairs require the joint efforts of the entire faculty and staff. Internal consensus, communication and coordination are indispensable steps. With complete and flexible system, strong and positive ambitions and enthusiastic execution capabilities, the promotion of different affairs will run more smoothly and NCKU will progress toward an internationally top university.
Born in 1946, Prof. Hwung-Hweng Hwung received his bachelor degree of Hydraulics and Ocean Engineering at NCKU in 1970, master degree of Hydraulics and Ocean Engineering at NCKU in 1975, and doctoral degree of Civil Engineering at NCKU in 1981 and he is the only President in the history of NCKU who have dedicated his life to National Cheng Kung University after university education.
Prof. Hwung-Hweng Hwung is currently the Senior Executive President of NCKU, professor of the Department of Hydraulics and Ocean Engineering, Director of Tainan Hydraulics Laboratory, and President of the Water Industry Development and Promotion Association.
He is also the member of International Association of Hydraulic Research, Chinese Institute of Civil and Hydraulic Engineering, the Society of Theoretical and Applied Mechanics, R.O.C., the Association of Ocean Engineering, R. O. C., International Conference on Hydrodynamics (ICHD), and the Pacific Congress on Marine Science and Technology.

Devoted to the research of wave modulation, wave dynamics and sediment transport, Prof. Hwung-Hweng Hwung is one of the key figures in the promotion of industry-academia cooperation. His outstanding academic research achievements include the characteristics of nonlinear wave slopes, the characteristics of two phase flow of boundary layer in surf and swash zone, the characteristics of layer fluids of wave motion, the research of tsunami spread and beach line erosion and the analytic technology and application of digital image water level monitor.

National Cheng Kung University established the Presidential Election Committee in April, 2010, accepted president candidates in May, and finally selected Prof. Yan-Kuin Su, Prof. Hwung-Hweng Hwung and Prof. Wen-Chang Chang to enter the final round of election.
After NCKU revealed the profile of each candidate, it organized a seminar for the candidates to announce their school governance ideas and principles for the 1,198 lecturers and professors to decide their vote. The candidates who received more than one-third of disapproval vote cannot enter the final stage of election. The result showed that the three candidates have successfully entered the final round.
On October 5th, NCKU Presidential Election Committee invited each of the three candidates to explain his university governance principles in an interview for the Committee to choose the next president.
