The Inauguration of NCKU Social Sciences Building on Feb. 24th, the New Age of the Development of Social Sciences in Southern Taiwan

The inauguration of the Social Sciences Building, in which National Cheng Kung University expended NT$320,840,000 funds to construct, was held at 10am, February 24th. The brand new academic building of one basement and eight spacious floors, including four departments and three independent institutes of top professors and research staffs, balance the development of social humanities and science engineering, creating a whole new era of social science for Southern Taiwan.
President Michael Ming-Chiao Lai of NCKU hosted the opening ceremony and inaugurated the new Social Sciences Building together with Minister Ching-Ji Wu of the Ministry of Education, Taiwan, Mayor Tain-Tsair Hsu of Tainan, Senior Executive Vice-President Huang-Huei Huang of NCKU, Dean Chih-Chin Ho of the College of Social Sciences, Secretary General Woei-Shyan Lee, Vice-President Ming-Jer Tang of the Office of Academic Affairs, Vice-President Jing-Wen Chen of the Office of General Affairs, former Dean Jenn-Yeu Chen of the College of Social Sciences, first Dean Tien-Tung Hsueh of the College of Social Sciences, former Political Deputy Minister Sun-Lu Fan of MOE, and dozens of professors and students of NCKU.
Minister Ching-Ji Wu of the Ministry of Education, Taiwan, expressed, he was glad to be invited to attend the inauguration of the NCKU Social Sciences Building. “It was a beautiful day today in Tainan, which signified the prosperity of National Cheng Kung University. In fact, NCKU is a well-known national comprehensive university; though the establishment of the College of Social Sciences is quite late, apart from the leading colleges of Science and Engineering, it is significant to the development of the overall education in NCKU and Southern Taiwan, with the integration of social humanities and science technology. The Ministry of Education has subsidized NT$260,000,000 for the construction of the new Social Sciences Building, believing the subsidy could improve the teaching and research environment of the College of Social Sciences and more importantly benefit NCKU, a comprehensive institution, as a whole.” said Minister Ching-Ji Wu.
In truth, the functions of a university are nothing more than academic teaching, research and social service. Everyone understands that in the field of social sciences, with its integration of general education in related colleges, NCKU has especially offered law, economic, political, psychological, and social courses for the students in colleges of Science and Engineering. In research, the College of Social Sciences has cooperated with the College of Medicine, College of Design, and Center for Science and Technology in many related fields research projects which are under process, thus its contribution to the research in NCKU is apparent. NCKU itself has played a huge role in social service, with its graduate students being the most favorite of the top 500 national enterprises. The professional intelligence of the graduate students is not only affirmed by the industry, their cultural literacy and working attitude have also gained the favor the enterprises. With the leadership of the past and present presidents and deans and the efforts of teachers, NCKU occupies about 70 hectares of land in the golden area of Tainan, a phenomenon not seen in Taipei.
Ministry Wu also stated, with the world-class universities 5 years NT$50 billion investment of MOU, NCKU took NT$1.7 billion out of NT$10 billion each year, demonstrating the high recognition of its research achievements. He commented, “As one of the top 500 universities in the world, with the excellent team led by President Lai, including Dean Chih-Chin Ho who was the former Minister of the Ministry of Finance, I believe the initiation of the Social Sciences Building will play a significant role in the development of Southern Taiwan, especially the Tainan City. Congratulations again to NCKU.”

“The first building constructed under the 5 years NT$50 billions investment was the Social Sciences Building instead of an Engineering Building. As Minister Wu has stated, National Cheng Kung University grew from the College of Engineering, with rooted Engineering tradition. On your right-hand side is the hospital, and on your left-hand side is the Green Building which is under construction, expecting to complete in the coming June. On the back is the Literature Building and the Planning and Design Building, thus the Social Sciences Building is located right between buildings of different fields. Though NCKU started with the College of Engineering and excels at Engineering, Medicine and other areas, but it values Humanities and Social Sciences education greatly. Because talents in the 21st century are not only expected to have professional knowledge and skills, more importantly, cultural literacy, excellent interpersonal relationship and international perspective are also needed. The graduate students of NCKU are recognized as the most favorite of the enterprise with outstanding professional skills and humane accomplishment. However, we hope future NCKU students would cultivate better social sciences accomplishments, the necessary knowledge to the problems humans beings may encounter in the future, such as aging population, energy, climate change, pollution and other issues, which could not be solved with mere science engineering or natural engineering because they all involve social programs. Therefore, I believe within the next decades, social sciences education and research would become an important factor in the higher education.”
“The second significant meaning is that this building is called the Social Sciences Building rather than the College of Social Sciences Building. Considering that it is not only meant for the use of the College of Social Sciences but for scholars who engage in social sciences research and education in NCKU, Southern Taiwan, and even Taiwan.”
“The problems humans may face in the future all depend on the joint participation of social sciences and close relationship between the Social Sciences Building and its neighbors from different fields. The integration of other scientific fields is the trend for the future College of Social Sciences. It is not enough to stay in one’s laboratory or shut the door to do research. It is my deepest expectation that the door of the College of Social Sciences will be open for scholars from different fields to come inside to do research and cultivate the future talents together.”
The initiation of the Social Sciences Building accumulated the efforts and contributions of many fellow workers. Although it is completed during my reign of presidency, the former president, dean and teachers all deserve the credits for the planning and design of the beautiful building. Today is an important milestone for the College of Social Sciences. We are honored to have the former Minister Chih-Chin Ho of the Ministry of Finance to serve the post of the Dean of the College of Social Sciences. I believe with the new hardware and software equipments, the College of Social Sciences in NCKU will become more and more prosper.”
Mayor Tain-Tsair Hsu of Tainan expressed, social sciences is an essential curriculum and strategy for the nation to sustainably develop and undertake the leadership position in the world. A nation without social sciences or strategic ability, it could only become the worker of the world, the factory of the world. Being a factory, the life quality and living environment would be poor, the personality and dignity would not be noble, the country would not be prosperous either, thus social sciences is an indispensable curriculum in Taiwan.
“A university could not become an integrated comprehensive university without fostering scientific and technological talents. Nevertheless, it is merely a required condition of fostering excellent talents with world competitiveness, cultivating leaders with mind is the sufficient condition of a top university. Taiwan is eligible with all the necessary conditions, but no sufficient conditions to succeed. Therefore, National Cheng Kung University, located on Cheng Kung Road, certainly will recreate the target to success. I hope under the outstanding leadership of President Lai, the school performance will become more prosperous every day.”
Dean Chih-Chin Ho of the College of Social Sciences expressed, after its establishment in 1997 and groundbreaking in October, 2007, the awaited Social Sciences Building was officially initiated in the Year of Tiger, followed by two years of construction, marking an important milestone in the development history of the College of Social Sciences and a significant achievement in the process of NCKU moving towards an internationally top university.
Apart from showing gratitude and appreciation, Dean Chih-Chin Ho expected the entire faculty and students of the College of Social Sciences to possess a deep commitment towards the five fields of law, politics, economy, psychology and education, with public policy and social behavior as spindle, the cross-field integration, internationalization strategy as well as the efforts, wisdom, creativity and passion of the faculty and students. The College of Social Sciences, NCKU, formerly established in 1997, started with only the Institute of Political Economy, the Research Institute of Education and the Institute of Law to now four departments and three independent institutes, including the Department of Political Science, the Department of Economics, the Department of Law, the Department of Psychology and the Institute of Education.
In the beginning, only the Institute of Political Economy, the Research Institute of Education and the Institute of Law located in Cheng-Kung Campus and Kuang-Fu Campus. Since 2001, part of the East Yun-Ping Building in NCKU was used, thus the three institutes became neighbors. From academic year 2001 to academic year 2004, the Department of Political Science, the Department of Economics, and the Department of Law and the Institute of Law in Science and Technology Master Programs have continually been set up. The first Ph.D. Program in the Institute of Political Economy has also been established in the academic year 2004, altogether building a solid ground for the development of the College of Social Sciences.
In response to the problem of the deficiency in space, Former President Kao Chiang of NCKU has treated it seriously, brought the scheme to the Ministry of Education, Taiwan, in 2003 and supported the construction of .Li-Hsing Campus (originally the National Army 804 Hospital Site).
Social Science is an indispensable part of National Cheng Kung University as a comprehensive university. The development of social science is beneficial to balance the inert thinking of engineers and to cultivate all-round NCKU adults. In teaching, the College of Social Sciences could support many social science general education courses the school needed and the social, psychological, law and economic fundamental courses for the colleges of Engineering, Management and Medicine. In research, the College of Social Sciences has cooperated with the College of Engineering, the College of Design, the College of Management, the Science and Technology Center for Disaster Reduction, etc, on research projects that are under progress with more coming along in the future. The completion of the Social Sciences Building construction plays a key role in the elevation of popularity convergence and teaching research energy. It is not only an important milestone in the development of the College of Social Sciences in NCKU, but more importantly a declaration and achievement in balancing the development between social humanities and science engineering, while leading the overall balanced development of NCKU and enhance its contribution and influence to the national community.
With National Cheng Kung University as the largest comprehensive university in Southern Taiwan, though the establishment of the College of Social Sciences is quite late, it still plays an important role in the future development of NCKU and Tainan City. The Social Sciences Building of NCKU, constructed in Li-Hsing Campus (originally the east side of Military Hospital), is a reinforced concrete building with eight floors and one basement, covering 16,253 square meters in total area and expending NT$320,840,000 in total project cost.
