NCKU Mobile Cloud IPR Server Alliance Established on June 3rd

National Cheng Kung University (NCKU), Taiwan, has integrated with six intellectual property offices and established Mobile Cloud IPR Server Alliance on June 3rd, expecting to maximize the value of intellectual properties of research developers through excellent service team and the new operation mode of patent and intellectual property.
NCKU Senior Executive Vice-President Hwung-Hweng Hwung announced the inauguration of the alliance with representatives from the six intellectual property offices at 11:30 am, June 3rd, in Zenda Suites, marking a new milestone of the development of national intellectual property.
Division Chief Chou-Hua Ni of the Department of Higher Education, Ministry of Education, Director and Chief Executive Officer Taymin Shen of Cornerstone Intellectual Property Foundation, Vice-President Deng-Maw Lu for Academic Affairs of Southern Taiwan University, Strategy Consultant Da-Ran Lin of General Manager Office, Chimei Lighting Technology Corporation, as well as representatives from Far East University, Kun Shan University, National Formosa University, National Kaohsiung First University of Science and Technology, Cheng Shiu University, I-Shou University and public figures from industry, government and academia, have participated in the inauguration ceremony and witnessed the historical moment of NCKU Mobile Cloud IPR Server Alliance.
NCKU Senior Executive Vice-President Hwung-Hweng Hwung expressed, “National Cheng Kung University is one of the national universities which values intellectual property and patent seriously. Under the supervision of the Ministry of Education, Taiwan, we have made excellent achievements in industry-academic projects. Last year, the technology transfer payment of NCKU has reached over 100 million New Taiwan Dollars. I’m not satisfied because the technologies and patents developed by professors have not reached their best value. The breakthrough of the inventions or technology transfer has always been the objective of NCKU. The efforts of Technology Licensing and Business Incubation Center and the cooperation with professional talents will help promote the patents and technology transfer of the professors.”
Dr. Huang pointed out, “NCKU has carefully selected six offices to work with. It’s a win-win situation. Instead of waiting for the achievements of the inventions and giving them to the patent offices, we should begin with technology transfer and intellectual property. With the local service of the offices, the patents of the professors can have better packing and output value.”
Dr. Huang also mentioned, “It’s a cutting-edge idea to establish the alliance. We not only have to escape the impression that the value of a university is to publish papers, we have to think about how to industrialize educational achievements and help industries to upgrade. This is an unprecedented act. The integration of academia research and development with industries is for the future of the country. I hope to spread this concept to related universities with the assistance of the Ministry of Education, integrating northern, central and southern Taiwan. It’s only the beginning today and I hope to see results by next year.”
Director and Chief Executive Officer Taymin Shen of Cornerstone Intellectual Property Foundation praised the establishment of the alliance to be a visionary idea. He said, “Under the efforts of the alliance, we’ll definitely see results soon. I hope more young men will understand intellectual property rights, hope promote them and bring greater success. In the future, not just in southern Taiwan, I also hope we can promote Taiwan’s knowledge-based economy to the world.”

NCKU has always been the vanguard of industry-academia cooperation. I’m extremely pleased that NCKU has appointed Dr. Tien-Rong Lu as the Executive Director. The intellectual property rights of a university are the basis of the development of industrial knowledge-based economy. The Ministry of Education originally planned to spend a sum of money on the promotion of industry-academia cooperation intellectual property alliance. But NCKU has already started it. This is the trend for future industry-academia cooperation. The Ministry of Education will cooperate with universities, establish partner relationship and together become the supporting strength for the industries.”
Dr. Tien-Rong Lu of NCKU Technology Licensing and Business Incubation Center stated, “In the past, Americans only had to spend US $0.5 to buy a cup of coffee. However, Starbucks Coffee has created high value-added retail and successfully managed a coffee business of selling on average US $2.5 per cup of coffee. They used technology management wisely and mastered the knowledge. This is also the industrial and innovative trend that Mobile Cloud IPR Server Alliance wishes to establish for inventors, students, schools, offices, enterprises and the government.”
The arrangement quality of the patent determines the value of commercialization and technology transfer of research and development achievements. It’s also the key to success for industries and universities in Taiwan to become internationally competitive. Due to budget, talents and operation mode restrictions, the outstanding inventions and creativities lack high quality patent protection and linkage with industrial demands, thus making universities the factories of mass production of “human vegetable patents.” The achievements of research and development cannot be fully protected or attain the best economic benefits.
The Mobile Cloud IPR Server Alliance led by National Cheng Kung University has called for excellent intellectual property offices in the north to station in NCKU Technology Licensing and Business Incubation Center, thus absorbing the fruitful research and development achievements and human resources in university, protecting the achievements with high quality patents and constructing a more comprehensive and complete patent layout, as well as nurturing patent personnel to join the intellectual property services team.
After its establishment, Mobile Cloud IPR Server Alliance will first cooperate with Academia-Industry Consortium For Southern Taiwan Science Park, integrate the resources of academic institutions in southern Taiwan, import industrial demands into patent quality design and planning and construct patent arrangement of technology transfer and commercialization value, forming a highly efficient full-service platform of industry-academia cooperation and creating an economy of patent commercialization for the innovators.
The excellent service platform provided by the alliance will offer a sustainable and professional service of high quality and high efficiency to the alliance schools and enterprises and repay National Cheng Kung University, alliance schools and enterprises with profits after the creation of revenue, thus reaching the goal of sustainable development.
