NCKU Signed MOU with Moscow State University and Russian Academy of Science

Senior Executive Vice-President Hwung-Hweng Hwung of National Cheng Kung University (NCKU), Tainan, Taiwan, has led a delegation to visit Russia and signed Memorandum of Understanding (MOU) with Moscow State University and A. M. Prokhorov General Physics Institute and P. P. Shirshov Institute of Oceanology of Russian Academy of Science, expecting to establish a transnational center of wave motion research and application in the future.
The NCKU delegation included Senior Executive Vice-President Hwung-Hweng Hwung, Director Ming-Chung Fang of Research Center of Ocean Environment and Technology, Prof. Igor V. Shugan of Tainan Hydraulics Laboratory, Associate Director Ray-Yeng Yang of Research Center of Ocean Environment and Technology and Assistant Prof. Hung-Chu Hsu.
The academic cooperation between Taiwan and United States is quite frequent. However, the academic exchange between Taiwan and Russia is extremely few. Thus, the establishment of the cooperative relationship between National Cheng Kung University and renowned academic and research institutions in Russia is particularly unique.
NCKU Senior Executive Vice-President Hwung-Hweng Hwung expressed, “So far, Taiwan doesn’t have diplomatic relation with Russia yet. Moscow State University and A. M. Prokhorov General Physics Institute and P. P. Shirshov Institute of Oceanology of Russian Academy of Science are well-known for their basic scientific research and are claimed to be the cradle of Nobel Prize winners. Through the cooperation with top academic and research institution in Russia, I believe we can increase the scientific research achievements on both sides and strengthen the relationship between Taiwan and Russia.”
In the future, National Cheng Kung University, Moscow State University, and A. M. Prokhorov General Physics Institute and P. P. Shirshov Institute of Oceanology of Russian Academy of Science will cooperate on the research fields of the detection methods and equipments of earthquake on Taiwan’s eastern coastal sea beds, the application of elastic wave energy absorption on coastal protection methods, and the application of underwater acoustic wave and remote sensing on the internal wave detection of Taiwan’s continental shelf.
In addition to research cooperation, National Cheng Kung University and Moscow State University will explore the opportunities for student and faculty exchange, joint curriculum development as well as teaching and academic materials exchange to mark a new milestone for the international cooperative relationship between higher education in Taiwan and Russia.
